接下来是欧洲和日本的问题，昨天德国10年期国债收益率第一次跌入负区间。从德国和日本的国债收益率曲线来看，日本15年期的国债的收益率已经为负，德国是10年期国债收益率为负。对金融机构而言，负利率可能是一个非常恐怖的事情，某位保险公司的领导说过负利率让他吃不下饭睡不着觉。利率是什么？利率是资金的机会成本，投资者将一笔钱拿去投资，或者将这笔钱借给别人，这两种行为的投资回报率与利率在风险调整之后应该有一个平价关系。无风险利率低，实际上隐含的是资本的投资回报率也很低。如果企业借钱投资不赚钱，那企业自然也就不愿意以较高的利率去借钱。为什么资本的投资回报率很低呢？有两个原因，一是最近两年经济不好，另一个原因是货币政策太过宽松。我们之前阐述过一个逻辑来理解这个问题。怎么理解GDP？GDP是整个社会创造的增加值总和，也就是一个总毛利的概念。怎么理解全社会的资本回报率？如果用GDP除以整个社会的总资本(或者资金的总量)，就会得到一个类似ROA或者ROE的概念，也就是全社会的投资回报率。因此，如果分子GDP做不大，但同时分母货币不断扩张，这时投资回报率就会不断被压低，资本回报率就会被摊薄，这个过程就是利率不断下降的过程。但负利率与低利率不同，负利率为金融体系带来的冲击是根本性的，一方面，金融机构存在的价值是因为有人要借入资金，同时又有人要借出资金，需要金融机构作为资金的中介方。负利率则意味着借钱的人还要拿补贴，也就说目前整体借钱的意愿是非常低的。在这种情况之下，金融机构存在的价值是什么？以保险公司为例，如果保险公司告知客户保费每年的收益率是-2%，这样无疑是很难拉到保费的。负利率正在让这样的事情成为现实。银行业同样面临类似的问题，近期全球31家系统性重要银行的投资回报率是很低的。以上是负利率为金融机构带来的负面影响。再往前引申一步，负利率对中央银行的影响是怎样的？如果将利率看作资金的价格，而中央银行的任务是印纸钞，如果资金的价格是负的，说明钱变得不值钱了，那么中央银行存在的价值又是什么？
