让世界了解中国经济发展新常态，有助于澄清“中国经济悲观论”，最大程度地消除外来干扰。一部分国外人士和机构成为“中国经济悲观论”的始作俑者、背书人或信奉者，原因有三。其一是对中国经济的无知。西方宏观经济学是依据西方发达国家经验形成的，缺乏对中国这种快速跨越不同发展阶段经济体的分析框架。以西方宏观经济学为理论依据的国外人士和机构从传统的需求侧解释中国经济发展新常态，却看不到供给侧结构性改革蕴藏的增长潜力。其二是希望中国采取刺激性政策以从中获利。中国经济块头大、增速快、外向程度高，对世界经济的拉动作用大。2014年，在中国经济增长明显减速、净出口对本国GDP（国内生产总值）增长的贡献率近乎于零的情况下，中国经济和净出口增长对世界GDP和世界贸易增长的贡献仍然双双超过1/4。一些国外人士或研究机构不顾中国经济转型升级、转变发展方式的现实需要，想通过夸大中国经济面临的问题，迫使中国出台刺激性政策实现粗放的高增长，以从中获利。其三是做空中国经济。一些国外人士和机构或者试图从预测中国经济崩溃中获取学术声誉，或者试图通过制造舆论、做空中国经济进而投机获利。不论何种原因造成的“中国经济悲观论”，都会或多或少影响国内外投资者的信心。更严重的是，悲观情绪一旦蔓延，往往会强化一些国家业已存在的贸易保护主义、民粹主义甚至民族主义政策倾向，形成不利于我国经济发展的外部环境。因此，加强对外解释和传播，让国际社会真正了解中国经济发展新常态的特点和中国政府的举措，有助于消除“中国经济悲观论”及其不良影响。
